  1. Can you tell me if that is Senator Margaret Chase Smith in the photo of President Roosevelt signing the GI Bill of Rights? Many thanks.

    1. We believe the woman shown in this picture is Edith Nourse Rogers, Congresswoman from Massachusetts. Referred to as the “Mother of the G.I. Bill,” Rogers co-authored this legislation and sponsored it in the House. Others in the photo are (left to right): Bennett “Champ” Clark, J. Hardin Peterson, John Rankin, Paul Cunningham, J.M. Sullivan, Walter George, John Stelle, Robert Wagner, and Alben Barkley.
